These folks are the winners of the "Watch the Blue Angels from the north tower of the Golden Gate Bridge Contest." It was not a very well advertised contest that was only open to well connected people. In no way are they a few workers from the GG Bridge District just goofing off using facilities only available to them.
Not part of the show, but just a Coast Guard helicopter off in the distance.
